IDRAS TO EXPAND THE TAX BASE AND ENSURE FAIRNESS – CG MWENDA

The Commissioner General of the Tanzania Revenue Authority (TRA), Mr. Yusuph Juma Mwenda, has said that the Integrated Domestic Revenue Administration System (IDRAS), which is expected to be launched soon, will expand the tax base and ensure fairness in tax payment.

He made the remarks while officially opening IDRAS training for tax consultants and accountants in Dar es Salaam on January 15, 2026. The training will run for three days and will later continue with other groups over a period of two weeks.

Commissioner General Mwenda said that the IDRAS system is set to bring major improvements to the existing domestic tax systems and is expected to bring significant reforms in revenue collection by ensuring fairness in tax assessments.

He added that through IDRAS, the Authority will be able to identify and curb various forms of tax evasion, expand the tax base by registering new taxpayers, and at the same time facilitate and protect taxpayers’ businesses.

“Facilitating taxpayers’ businesses includes maintaining their records. Once IDRAS becomes operational, it will serve as a remedy for keeping taxpayers’ business records, and those records will be secure,” said Mr. Mwenda.

Commissioner General Mwenda further stated that the intention of the President of the United Republic of Tanzania, H.E. Dr. Samia Suluhu Hassan, is to see government institutions’ systems integrated in order to enhance transparency and accountability. TRA is implementing this in practice through IDRAS, which will be linked with other government institutions.

He explained that through IDRAS, taxpayers will be able to issue EFD receipts without using machines, and will also be able to obtain a Tax Clearance Certificate, a move expected to simplify business operations.

“Once IDRAS starts operating, it will have significant benefits for taxpayers, as they will be able to track their information and any applications they have submitted to TRA through the system, which is very important, especially in managing the taxpayer’s account,” said Mr. Mwenda.

On his part, the Commissioner for Domestic Taxes, Mr. Alfred Mlegi, said they decided to provide the training to tax consultants before the system becomes operational in order to increase public awareness and taxpayers’ understanding of the system.

He noted that the system has a total of 17 modules, of which 15 are ready to begin operation, while the remaining two—audit and investigation—are still under development.

Meanwhile, the Chairperson of the Tanzania Association of Tax Consultants (TATC), CPA Victoria Soka, said the training would help them effectively carry out their advisory duties on tax matters and enable their clients to fulfill their tax obligations more easily through the system.

“IDRAS will make tax administration easier for us as advisors because it will provide access to all taxpayers’ information, enabling them to receive services from anywhere,” said Soka.
