TANZANIA: TAX MODERNIZATION PROGRAMME – CREDIT 4190 -TA

REQUEST FOR EXPRESSION OF INTEREST FOR PROVISION OF CONSULTING SERVICES TO FACILITATE THE DEVELOPMENT AND IMPLEMENTATION OF ENHANCED REVENUE COLLECTION AND ACCOUNTING SYSTEM (ERCAS) - (PACKAGE NO. TMP/PS/09/24)

 1.            This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 689 of 31st October 2006.

2.            The Government of United Republic of Tanzania has received funds from the Development Partners in various currencies towards the cost of the Tax Modernization Program (TMP) and It is intended that part of the proceeds of the funds will be applied to cover eligible payment under the contract for provision of consulting Services to facilitate the development and implementation of Enhanced Revenue Collection and Accounting System (ERCAS).

3.            Tanzania Revenue Authority (TRA) which was established by an Act of Parliament No. 11 in 1995 and became operational in mid 1996 as an agency under the Ministry of Finance, is responsible for administering the tax laws and assessing, collecting and accounting for Government revenue.TRA is currently implementing the Tax Modernization Programme (TMP) under the third Corporate Plan whose main objective is to strengthen the Authority with the vision of becoming a modern Tax Administration. One of the five strategic goals of the Third Corporate Plan is to increase revenue collection in a cost effective way.

4.            TRA through the Corporate Plan has formulated various initiatives that support the achievement of each strategic objective.   Implementation of Enhanced Revenue Collection and Accounting System will ensure that all the main pillars of tax administration, i.e. assessment, collection and accounting are automated and well integrated. The project endeavours to automate processes that are involved in the three pillars of the tax administration by utilizing the investments already made and further introduce new capabilities focusing on the areas of collection and accounting of government revenue by employing the technology already available in the market. This will finally enable meet key strategic goals in 3rd Corporate Plan.

5.            The Tanzania Revenue Authority (TRA) now invites Expressions of Interest from eligible consulting firms to provide consultancy services on development and implementation of Enhanced Revenue Collection and Accounting System with the objective of developing and implementing a computerized and modern system for Revenue Collection and Accounting with high physical and logical security and in an effective and efficient manner and to promote tax compliance by taxpayers and other stakeholders.

6.            The goal of the envisaged project is to automate revenue collection and accounting processes from the point of assessment to collection, accounting and finally transfer to Paymaster General’s Account. The key areas of focus include but not limited to improvement of data capture enabling data entry at source (commercial bank or taxpayer by using various collection channels being provided by communication technologies today), increase data integrity, security and improve accounting of all tax types.  This will require reviewing the current business processes within and outside the Authority and improve ICT infrastructure in order to deliver the desired business objectives.

7.            In the course of conducting this assignment, the consultant shall be required to accomplish among other things, the following major tasks:(i)       To study and assess the existing Revenue Collection and Accounting System in order to identify weakness of the system.(ii)      To review and undertake gap analysis (scoping) of the Revenue Collection and Accounting System against industrial standard.(iii)     To develop Business Process Re-engineering, Data Modeling, Application Architecture and Systems Requirements Specification document.(iv)     Provide supervisory services during project implementation and commissioning.

8.            Interested consulting firms are requested to provide information indicating their professional capabilities and experience in providing these services.  As a minimum, this should include the following:

(i)     The general proposal of how this assignment can be implemented.

(ii)    The profile and technical competence of the consulting firm.

(iii)   The qualifications, experience and availability of the professional staff.

(iv)  Description and experience of undertaking similar projects in the last 3 (three) years (by showing the name of assignment, name and contact address of the Client, value, duration etc). 

(v)   Any other relevant information.

9.            The Consultants will be selected in accordance with the Procedures as set out in the World Bank’s Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, May 2004; revised October 1, 2006.

10.         This is not a Request for Proposals (RFP). After the review of the Expression of Interest, a short-list of consultants will be prepared and they will be invited to submit their Technical and Financial Proposals through Letters of Invitations (LOI) that will include the relevant Request for Proposals (RFP).

11.         The deadline for the submission of Expression of Interest at address below will be at 10.00 hours local time on August 19, 2010. The Expressions of Interest will be opened in public and in the presence of the consultant’s representatives who choose to attend at TRA Board Room locate at TRA Headquarters Building at 10.00 hours local time on August 19, 2010.

12.         Sealed envelopes containing the Expressions of Interest sent by post must be registered and clearly marked “EXPRESSION OF INTEREST FOR PROVISION OF CONSULTING SERVICES TO FACILITATE THE DEVELOPMENT AND IMPLEMENTATION OF ENHANCED REVENUE COLLECTION AND ACCOUNTING SYSTEM (ERCAS )  AND “DO NOT OPEN BEFORE AUGUST 19, 2010. AT 10.00 HOURS  LOCAL TIME”.

13.         Interested consultants may obtain further information from 08.00 to 17.00 hours local time (Monday to Friday) exclusive of public holidays in the office of the Secretary of the TRA Headquarters Tender Board, TRA Headquarters Building, Ground Floor, Room No. G 15 along Sokoine Drive, Dar Es Salaam, Tanzania.

14.         Electronic, faxed and late submissions of Expressions of Interest (EOI) will be rejected and shall not be considered for further evaluation.
