REQUEST FOR EXPRESSION OF INTEREST FOR PROVISION OF CONSULTING SERVICES ON ESTABLISHMENT OFPROPERTY VALUES FOR DIFFERENT BLOCKS – DSM PILOT STUDY : (PACKAGE NO. TMP/PS/09/21

  • This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 689 of 31 st October 2006.
  • The Government of United Republic of Tanzania has received funds from the Development Partners in various currencies towards the cost of the Tax Modernization Program (TMP) and It is intended that part of the proceeds of the funds will be applied to cover eligible payment under the contract for provision of consulting services on Establishment of Property Values for Different Blocks
  • Tanzania Revenue Authority (TRA) which was established by an Act of Parliament No. 11 in 1995 and became operational in mid 1996 as an agency under the Ministry of Finance, is responsible for administering the tax laws and assessing, collecting and accounting for Government revenue. TRA is currently implementing the Tax Modernization Programme (TMP) under the third Corporate Plan whose main objective is to strengthen the Authority with the vision of becoming a modern tax administration. One of the five strategic goals of the Second Corporate Plan is to increase revenue collection in a cost effective way.
  • Following legal cum structural changes, institutional orientation and strategic focus on effective tax collection, TRA has been also assigned to collect property tax all over the country, such an enormous task which requires well designed strategies and framework to make it effective and sustainable.
  • The Tanzania Revenue Authority (TRA) now invites Expressions of Interest from eligible consulting firms to provide consultancy services on Establishment of Property Values for Different Blocks with the objective of;
    • design, develop and implement a user friendly Geographic Information Valuation System-based capable of Processing valuation data, Handling of raster and vector data, Querying valuation data base, and Generating and various reports.
    • establish, develop and provide land and property value indices for Dar-es-Salaam capable of determining property values based on other parameters and corresponding taxes charged by the TRA.
    • harmonize property and land data in collaboration with other property stakeholders
    • implement the establishment of property values for different blocks throughout the three Dar-es-Salaam tax regions. 
  • Interested consulting firms are requested to provide information indicating their professional capabilities and experience in providing these services. As a minimum, this should include the following:
    • the profile and technical competence of the consulting firm
    • the qualifications, experience and availability of the professional staff
    • description and experience of undertaking similar projects in the last 3 (three) years (by showing the name of assignment, name and contact address of the Client, value, duration etc)
    • Any other relevant information.
  • The Consultants will be selected in accordance with the Procedures as set out in the World Bank’s Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, ‘’ May 2004 ; revised October 1, 2006
  • This is not a Request for Proposals (RFP). After the review of the Expression of Interest, a short-list of consultants will be prepared and they will be invited to submit their Technical and Financial Proposals through Letters of Invitations (LOI) that will include the relevant Request for Proposals (RFP).
  • The deadline for the submission of Expression of Interest at address below will be at 10.00 hours local time on December 15, 2009. The Expressions of Interest will be opened in public and in the presence of the consultant’s representatives who choose to attend at TRA Board Room located at TRA Headquarters Building at 10.00 hours local time on December 15, 2009
  • Sealed envelopes containing the Expressions of Interest sent by post must be registered and clearly marked “EXPRESSION OF INTEREST FOR PROVISION OF CONSULTING SERVICES ESTABLISHMENT OF PROPERTY VALUES FOR DIFFERENT BLOCKS AND “DO NOT OPEN BEFORE DECEMBER 15, 2009 AT 10.00 HOURS LOCAL TIME ”.
  • Interested consultants may obtain further information from 08.00 to 17.00 hours local time (Monday to Friday) exclusive of public holidays in the office of the Secretary of the TRA Tender Committee, TRA Headquarters Building, Ground Floor, Room No. G 15 along Sokoine Drive, Dar Es Salaam, Tanzania.
  • Electronic, faxed and late submissions of Expressions of Interest (EOI) will be rejected and shall not be considered for further evaluation.
